within the City of Hercules are
restricted from being open to the public between
midnight and 6 a.m., with the possible exception of
grocery stores (not to exceed x number of square feet),
pharmacies (not to exceed x number of square feet),
gasoline stations and accompanying mini markets,
post office lobbies, and ATM’s (etc.).
Rationale: There is no need for businesses, except
within the possible exceptions above, to be open
during these hours

within the city of Hercules are
restricted from having deliveries between midnight
and 6 a.m.
Rationale: Deliveries past midnight may be a safety
issue and would certainly be a noise factor issues for
Hercules residents.
