Waterfront Development Petition

Certain parcels of land in the General Plan and in Anderson's waterfront project need to be rezoned before the various planned development projects can take place.  The regular rezoning process would take 14-18 months to complete, and development would be stalled until that was completed.  However, the petition to place an initiative on the ballot would circumvent the regular rezoning process and allow rezoning to be implemented in a more timely manner.   Also, the petition, when before the City Council, can be enacted by the Council without ever going through the intiative process of a public vote, if signed by 10% of the registered voters in the city of Hercules.  If the Council were to put the petition demands in place, or if it should go to the ballot and be enacted, the City says they still have control over the projects.  All development projects still have to be approved by City Planning and the City Council.  They still have to have EIRs, etc. 
 
Examples of parcels needing rezoning are:  The submerged land where the ferry project is planned, the area where the Transit Center is planned and Hill Town.  There are other areas as well.  The submerged land where the ferry project is planned is zoned 'commercial'.  In order for that project to proceed, it needs to be zoned 'public use'.  It is also owned by the Panke family.  Apparently the agency involved in developing the ferry plans, the WETA, thought this land was City owned and zoned for public use.
